Contributed to harmonizing WHO Emergency Medical Team guidance with IFRC technical standards and to Red Cross Health Information Systems, while backstopping National Societies and Emergency Response Units.
Witness Consulting is led by Dr. Munawwar Said, a medical doctor and public health specialist with more than ten years in humanitarian health. He has directed more than USD 15M in programmes and held senior technical, leadership and coordination roles with WHO, IFRC, International Medical Corps, CARE International, IRC and FHI 360, across Gaza, DR Congo, Ethiopia, South Sudan, Somalia, Sudan, Kenya and Yemen.
That field record shapes every assignment: designs that work under insecurity and access constraints, budgets that survive audit, and tools that frontline teams actually use. Where an assignment needs more depth, he leads a team drawn from the Witness expert network and remains personally accountable for the result.
He has chaired Health Cluster technical working groups, co-led inter-agency preparedness and response systems, represented organizations to ministries, UN agencies and donors at Head of Mission level, and currently serves as Ebola Technical Advisor on the response in eastern DRC. He writes regularly on outbreak response and public health programming on LinkedIn.
